My Ph.D. dissertation at Harvard was in the field of
Public Finance writing on Fiscal Federalism in Argentina directed by R.
Musgrave. In the early 1970s I was an advisor in Argentina to two ministers of
the economy. In the mid 1970s I joined the Center of Economic Research of the
Instituto Di Tella where I started doing research on the theory and practice of
trade policy in Latin America (some financed by World Bank, OAS, IDB, AID,
UNCTAD, ECLA). In the mid 1980s I started teaching International Trade (Real) at
the Instituto Di Tella, first at a graduate course in economics, later at a
graduate course in public policy financed by the IDB. This was complemented in
the 1990s by teaching International Trade at the undergraduate level in the new
Universidad T. Di Tella.
Since the early 1990s I have been working in different aspects of Mercosur’s
integration process having in mind that it is an intermediate station to higher
dimensional agreements. In this spirit I am working now on trade in Services,
which is a continuation concerning Mercosur of my research on the benefits of
deep integration in Mercosur, this was a large study coordinated by me involving
non-tariff barriers on internal Mercosur’s trade in goods (the book in Spanish
was published in 2001). Earlier in 1999 I discussed the implications of
intra-industry trade of Argentina, which showed a higher component of vertical
trade to (from) Mercosur, compared with the Rest of the World. This was done
after analyzing in great detail the Argentine transition in the system of
incentives from unilateral liberalization to Mercosur (1998).
