Richard Bernal
Bio
Ambassador Richard Bernal is the Director General of
the Caribbean Regional Negotiating Machinery. From 1991 to 2001, he served as
Jamaica's Ambassador to the United States of America and as Permanent
Representative to the Organization of American States. Prior to this, he was
chief executive officer of a commercial bank. Previously he taught International
Economics at the University if West Indies. He has also been a professional
economist in various capacities in the Central Bank, the Planning Institute of
Jamaica and the Ministry of Finance
Ambassador Bernal is an Economist, Banker, University Lecturer, and a Diplomat.
He has served as the Dean of the College of CARICOM Negotiators in the Free
Trade Area of the Americas, and as Coordinator and Spokesman for the CARICOM
countries at Vice Ministerial Meetings. He was Chairman of the Consultative
Group on Smaller Economies and the Working Group on Smaller Economies in the
Free Trade Area of the Americas process. He has also been involved in
negotiations in the World Trade Organization, and has been lead negotiator in
several negotiations, including on trade agreements, debt reduction agreements
and loans from multilateral financial institutions (IMF, World Bank and IDB) on
Jamaica's behalf.
Ambassador Bernal was educated at the University of the West Indies, University
of Pennsylvania, New School for Social Research, and the School for Advanced
International Studies of Johns Hopkins University. He holds the degrees of B.S.,
M.A. (International Public Policy) and Ph.D. (Economics).
