Ennio Rodríguez

Bio

Mr. Rodriguez has a strong academic background combined with the highest level of political experience.  He holds a  D.Phil. from the Institute of Development Studies at the University of Sussex.   Mr. Rodriguez was Minister of External Finance and Debt of Costa Rica during the debt crisis and the beginning of the structural adjustment processes in the mid-eighties. Later he was a member of the Executive Committee of the Partido Liberación Nacional as Secretary for Plans and Programs, and in that capacity, coordinated the Third National Congress of the Party. He has taught at the University of Costa Rica, The Autonomous National University, the Latin American Faculty of Social Sciences --FLACSO-- and The University of Sussex.

Has also been in senior advisory positions both in the public and private sectors: Principal Economist, Integration, Trade and Hemispheric Affairs Division of the Inter-American Development Bank –IADB-- (in charge of Regional Programming and lead economist for Central America --ITD--, and Deputy Chief Plan Puebla-Panamá Task Force --RE2/INT--); Chief Economist and Director of Economic Programs of the Federation of Private Entities of Central America and Panama –FEDEPRICAP--. Has also been Senior Economic Adviser to the Minister of Planning and Economic Policy, (in charge of structural adjustment negotiations with multilateral organizations); and Senior Economic Adviser to the Executive President of Agrarian Development Institute.

Has conducted large research projects: “Diagnosis of the Industrial Sector” at the University of Costa Rica for the National Scientific and Technological Research Council –CONICIT--; and “Banking Regulations, Cross-conditionality and Third World Debt” for the International Development Research Center –Canada-- (researchers came from Tanzania, England, Jamaica, Mexico, Chile and Argentina). Has developed policy tools: “Financial Planning Medium Term Model” (computer based simulation model using econometric estimates for macroeconomic parameters) for the electricity and telecommunications company of Costa Rica (ICE). Also, he coordinated a regional technical cooperation program: “Strategy for Investment Programming for Central America” a joint Inter-American Development Bank (IADB) and Economic Commission for Latin America (CEPAL) project.

Also has held distinguished positions as member of the Board of Directors of CONICIT (National Technological and Scientific Research Council), and of the Board of Trustees of the Foundation for the Development of the Central Volcanic Mountain Range –FUNDECOR--, both in Costa Rica.
