Bio

ECONOMIST, Chief, International Trade Unit, Subregional Headquarters in Mexico of the Economic Commission for Latin America and the Caribbean Professionally trained in International Relations (El Colegio de México, 1967-68), and Economics with a specialization in Economic Integration (Universidad Católica del Perú, 1970-72).

Born in Bogotá, Colombia, the 17 February, 1947. Mexican nationality since 1953. Married to María Mercedes Bueno Carrera, has two children: Ricardo Gonzalo, born in Mexico City in 1969, and Maria Victoria, born in Lima, Peru in 1971. Spanish is his mother tongue but has complete command of English and French, both orally and written. Made part of his elementary education in Argentina, France and Mexico. Finished his primary schooling at The Mexico City School (Mexico, 1960); and high school at the Escuela Secundaria y Preparatoria de la Ciudad de México (1966), institution to which he is linked as a member of the Board and Treasurer.

Professionally he was worked as editor and researcher at the Special Projects Department of the Mexico office of the a major international editorial house (1968-1969); Assistant researcher, Economics Department, Universidad Católica del Perú (1972-73); Assistant professor, Economics Department, same institution (1972-73); Lecturer on Macroeconomic Theory and International Trade, Universidad Católica de Guayaquil (Ecuador) (1974-75); Columnist and editor, "El Comercio" daily newspaper, Quito (Ecuador) (1973-1975); contributor and executive editor, "Vistazo" weekly newsmagazine, Guayaquil (Ecuador) (1974-1975).

Since 1975 he joined the staff of the United Nations Economic Commission for Latin America and the Caribbean, where he has worked at the Joint ECLAC/FAO Agricultural Division (Santiago, Chile), 1976-81; Trade Officer, Subregional Office for the Caribbean (Trinidad y Tabago), 1981-83; Economic Affairs Officer, Join ECLAC/FAO Agriculture Unit, subregional Headquarters in Mexico 1983-1987and since 1987 to date, Chief, International Trade Unit at the same office. In that capacity he has represented ECLAC at numerous events, conferences and intergovernmental meetings. Has been responsible for several interdisciplinary research projects at the Subregional Headquarters, and conducted numerous expert-group meetings on issues such as trade, competitivity, integration, tourism, small and medium size enterprises. Has taken part in numerous training activities in Central America and the Caribbean, among them five regional courses on integration for Central American officials, jointly with SELA (Latin American Economic System), in the framework of a co-operation project of the G3 countries, funded by the Mexican government.

Has participated in a number of conferences, symposia, seminars, on trade issues and on the valuation and socio-economic impact of natural disasters. Among the latter he attended the United Nations World Conference on Natural Disaster Reduction, held in Yokohama, Japan, in 1994, and the International Forum that took place at the end of the International Decade for the Reduction of Natural Disasters (Geneva, July 1999).

Numerous journalistic contributions from 1973 to 1976. Was in charge of the economic affairs page in Diario El Comercio de Quito, Ecuador. As a United Nations staff member, he has contributed to a large number of technical documents and official papers. Has published articles in specialized magazines.
